What user and password to SVN?

I just install TortoiseSVN. I tried import source from
https://doublecmd.svn.sourceforge.net/svnroot/doublecmd
It shows dialog Authentication with
<https://doublecmd.svn.sourceforge.net:443> SourceForge Subversion area and
request username and password.
Previously a few day ago I can import without any obstacles.

We can't tell you what credentials you should be using for a
repository. You need to ask whoever is responsible for the repository.
