Unable to commit - File missing from text-base

I am unable to commit a file because it is missing from the text-base folder. How do I recover from this?

Make a fresh checkout into another folder and copy modified files into that.. Make sure with diff that You commit only intended changes.

Please describe the steps you took to get to this state, and the exact
error messages you see.
Did you SVN Add the file before committing?
