problematic update TortoiseSVN 1.6.1

if you add a empty folder with TortoiseSVN 1.6.1, the folder
properties has deep=empty
This is a problem, because changes from others are not visible when
you do "update".

solutions:

1. delete the folder and update
2. svn update -R --set-deep=infinity at the working copy (post-commit
client hook)

is this a bug in TortoiseSVN 1.6.1?
