1) Check out a working copy
2) Use Branch/tag dialog to create a branch from either HEAD or
specific revision
3) TortoiseSVN issues OPTIONS request for at least the repository root.
4) The above fails if the user has no access to the repository root.
Branching from working copy works ok.

That took me almost an hour to set up the test environment :)
Even though you're right, the same happens with the 1.4.5 CLI and the
nightly CLI.

Sorry for not testing that.
I was low on time and unsure about the CLI equivalents of
various switch dialog options.
I did, however, searched SVN issue tracker and found only
http://subversion.tigris.org/issues/show_bug.cgi?id=2486
Should this be reported to SVN lists?
