Debian packaging work update

Hi

Thanks for fixing in upstream. a new toped(0.0+r2361-1, latest trunk build)
have been upload to
https://mentors.debian.net/package/toped

I will ask feedback from Debian people. keep improve toped debian packaging work.
try to make it included in Debian official package repo. then it will automatic
included in Ubuntu.

add BSD license files to debian/copyright
build-dep on zlib
add get-orig-source to debian/rules
Vcs-* fields are for the Debian packaging VCS
run wrap-and-sort
debhelper (>= 9)
fix missing full-stops in debian/control
remove gds2vrml
fix fails to build twice in a row (debuild && debuild)
fix dpkg-gencontrol warnings

trunk,i.e. the work is in progress. You will now when the code is ready
for release.
