Toped 0.9.8 released

It is a pleasure to announce that the new Toped 0.9.8 packets had been
released.

Some highlights:
- Internal data base redefined to cope with invalid layout objects.
Provisions for non-layout data
- Further work on logical operations and data checks. Automatic data
recovery introduced for invalid layout objects.
- New technology editor
- Preprocessor introduced in the Tell parser.
- New build-in TELL functions and operator extensions. Speed
optimizations in code execution
- TELL user library significantly expanded
- Bug fixes and stability improvements
