Democracy has three components:

1. Voter qualifications - must be liberal enough to allow for 50%+1
to vote to be called 'democracy', otherwise its 'oligarchy'.

(People in TOP have yet to suggest another threshold.)

2. Voter input field - often called 'ballots'.

3. A centrality algorithm - to put data inputs into *decision
thresholds*.

(The most common centrality algorithm is *in-degree with a 50%+1
decision threshold*, and this is arbitrary because of its 1st and 2nd
order limits.)

People, these are TANGIBLES that can be worked with.
And please, build discussion around these points or the discourse will
drift into ideological mush.
