Does anyone know where I can find some old circular meters, I dont care

if you want to get your hands dirty and go a bit steam-punk take
regular ugly looking modern units and remove the meter from the
enclosure.
Depending on the models you could get its rather simple to get the
actual meter out of it.
Get some brass and glass stuff and create an own old-style round
enclosures. DIY shops and the kitchen stuff in 100 Yen shops might be
a good source for it. Since you are at it already you might change
the background scale to whatever you are going to measure (as long as
it is metric for sure ;) ).
And you might think of some LEDs to get some background illumination too.
Would be a fun project.
What do you plan to do with them anyhow?

I am steampunking a mini-itx tower case and it had some dumb silverstone
corp. logo right in the middle of one of the panels. So I drilled that out
and am looking for a 5cm barreled meter that I will connect (via ardiuno)
to display cpu usage percentage. I could make my own meter but I would
rather have an original piece that was old and hopefully has japanese on
it.

Hmmm go even older?
http://www.magiceyetubes.com/ Would fit nicely with some sort of brass ring into the 5 cm hole.
An easy circuit for it is based on CCFT inverters similar like the one
Akiba used for the Geiger counters. He might be able to help out with
it.
Night-readability !!!
