Does anyone (in Tokyo) has access to a lathe?
What about aluminum welding?

I need to precisely cut cylindrical aluminum shape (old MagLine) and
then weld it.

Low heat tollerance makes aluminum a bit tricky. The manufacture I worked for did it, but the guys had mad skills. I could only blow holes in the metal and destroy electrodes :(

Anyway, tig seems to be the best choice.
