It's possible they're nervous that if they don't keep type control

I suspect that its probably simpler, the group in charge of writing that
code has perhaps not even considered that option. It would be good to get
in touch with the interested parties and laid down a case for why the MS-PL
for that code would be better.

System.IO.Packaging is a trivial piece of code. It should not take long to
implement.

I agree; Will drop him an email, and see if he can bring this issue up
with the management in charge of it.
