TiddlyWikiSE is quite old and was built using TW version 1.2.39 (Nov
2005), while the current TW version (2.4.0) was just released last
week... and the content in the TiddlyWikiSE document itself has not
been updated since May 18, 2006.
While most of the wiki syntax used in TW1.2.39 is still present in
TW2.4.0, many things have dramatically changed (for the better) in the
2 1/2 years since 1.2.39 was current, including most of the
surrounding 'page layout' template architecture, nearly all of the
underlying CSS definitions, the document's internal file format, and
many, many feature enhancements, bug fixes, etc.
I would strongly recommend *not* using such an old version of
TiddlyWiki. If you do, practically all of the suggstions you might
get from people in the TW community will simply not apply to that
version, and you won't be able to use most of the commonly referenced
addons (plugins, stylesheets, themes, templates, etc.) and the
techniques that go with them.
Instead, begin by downloading an empty copy of the current TW2.4.0,
from here:

(right-click the link above and use the "save link as" (or "save
target as") menu item to save it to your disk).

discussion group, which is specifically intended for help and
discussion about *using/authoring* TiddlyWiki documents. The folks in
that group (as well as this one) are very friendly and you will likely
get tons of help!
Note: the TiddlyWikiDev group to which you posted your original
message is intended for technical discussions related to *development*
of new versions of TiddlyWiki, plugin code, etc.
