TiddlyWeb 1.4.9 released

Hi,

A quick note to announce that TiddlyWeb 1.4.9 has been released with
a fix to a bug that would only every show up if you were messing
around with the value of config['server_request_filters'] [1].

Under those circumstances it was possible to get a KeyError when
determining which serializer to use for the current request[2].

There are also some documentation fixes, graciously provided by FND.
