Msp430 - Why P1.0 not get the Schmitt Trigger disabled in start?

According to the schematic ...

... just that INCHx is 0 to disable the Schmitt Trigger in red. The INCHx starts with 0 then it would not be right to expect that in just starting the P1.0 could not work as input?

yeah, I think the same, it starts as input.
