The IMAP support for Hotmail in the Webmail extensions works only for
WebDav enabled accounts.
WebDav enabled accounts are those very old Hotmail accounts which
could be used with Outlook Express as "http access".
If you are able to use the account in the Hotmail extension (as a POP
account) with the account type selected as WebDav then it is a WebDav
enabled account. If you cannot use it with the WebDav account type as
POP then you will never be able to use the Webmail extensions to
support IMAP for the account.
Remember also that WebDav is under sentence of death by Microsoft.
They have switched from WebDav to a newer (and non-accessible to
prying eyes) connection method called DeltaSync. Microsoft has said
that they will terminate WebDav access at some, as yet unannounced,
date. When that day comes the Hotmail extension ability to support
IMAP will end.
If the IMAP experience for Hotmail is very important to you then the
obvious choice is to use the Windows Live Mail client from Microsoft
that gives an IMAP equivalent experience for all Hotmail accounts.
