One issue with the new ability to get notified on changes is that you
see why you are getting notified. It would be nice if a note was
added that either you get a copy of the note, or the the Subject says
Notes Updated.

Eric,
In email notification content there is an item called "Action". Action could be "New", "Assign", "Resolve", "Close" or simply "Modify". Action "Modify" tells user that this email notification is triggered simply by a modification of the bug, not by a state change.
