Moving to LyX 1.6.3

1.6.3 is out, which fixes some big performance issues when editing master/child documents (what we use), so I'm going to go ahead and start using that. I don't think many of you are actually editing the files or using them to generate PDFs, but I wanted to let everyone know in case you get an error and wonder why.
