At this stage, what I have is in the attached document (i.e. finding a
rationale that justifies doing the website again)
IF we can get a GO (yes we're willing to find the next phase of
discovery) then we'd definitely have to go forward with stakeholder
discussions, requirements analysis.

Attached is a Houston Law Review (2004) article that covers a lot of
bases about the legal rights to Country Names outside national
jurisdictions (i.e. international law) and subsequently towards ccTLD
I wont prejudice your reading, and I haven't seen anything that I can
recall that rebuts the research shown in the article.
