Thanks for variant, Thomas.
But it doesn't fit me. I work with cyrillic texts.

Hello Roman,
this looks like a bug: the search isn't case insensitive for the cyrillic characters.
On the other hand, change case to upper or lower seems to work correctly.
Thus if you first change your text to all lower case and then search, you will get all the hits.
My understanding is that there shouldn't be a difference.
By the way, TextEdit does it correctly.

Hello.
It's a pity, but TextWrangler can't search without case sensitive in
russian language.
For example i have форум and Форум in text and if I am looking for
"форум" I find only first word.
Please help me, may be you have a setting.
Thank's.
This suggestion is very, VERY, unoptimal, but here goes: you could convert the entire document to uppercase or lowercase (which DOES work with Cyrillic) via Text->Change Case, search for what you're looking for, and revert/undo the change to the document.
This is very time-consuming and error-prone, but if the developers can work on a fix in the meantime, this will at least give you SOMETHING to work with. You can even assign a keyboard shortcut to the Change Case option to speed things up.
Again, I wouldn't suggest it otherwise, but I'm not able to see any way to do it, short of substituting every letter with brackets:
[Аа][Бб][Вв][Гг][Дд][Ее][Ёё]...
Yeah... not pretty.
