வினோத் ராஜன்
Yeah. It is used to denote the "Dza" sound.
It has been added to the Telugu Unicode. I think vista supports it,
though XP cannot display it because Gautami lacks the two letters. It
was added to unicode at a later date.
Actually its not "ta ottu" but Telugu Numeral "2". It is says brown
added the mark to "ja" to distinguish between the two letters.

అయితే ఈ రెండక్షరాలను గుర్తించి, వాటికి గుణింతం అప్లైచేయటం కంటే, జ కు
పైన ఉంచిన "తెలుగు అంకె గుర్తు ౨" ఒక్కదాన్నే యూనికోడ్ గుర్తించి ఉంటే
బాగుండేదని నాకు అనిపించింది. అప్పుడు, మామూలుగానే 'జ' ను (లేదా చ ను)
రాసి, ఆ తరువాత ఆ గుర్తును చేర్చుకునేందుకు వీలయ్యేది. దానితోబాటు fa
pha లాంటి పదాల తేడాలు చూపటంకోసం కూడా ఆ గుర్తును వాడుకునేవాళ్ళు
వాడుకోవచ్చు.. అయితే ప్రస్తుతం సమస్య సాధన వేరే రకంగా జరగాల్సి ఉంది.

Why not write a unicode proposal for "Telugu Combinng Diacritic
Numeral two" or something like that.
It might be useful.
Also, CDAC has a proposal for "Telugu Nukta" [Kannada and Devangari
have Nukta Signs]. I am not sure if its a compatibility character or a
native character. Is there any documented Native usage for "Telugu
Nukta" ?

చవర్గంలోని ఒకటో జ గాని రెండో జ గాని జకారమే ఇస్తుంది; కాకపొతే స్వరంలోనే తేడా. రెండో జ ఇంకొక హల్లు కాదు. కన్యాశుల్కం (నాటకం) చూస్తె గురజాడ చ-జలకే కాదు చాలా హల్లులకు గుర్తులిచ్చారు. ఇప్పటికి విజయనగరం జిల్లాలో గదికి బదులు గెది, గడ్డికి బదులు గెడ్డి అని పలికే బ్రాహ్మణ కుటుంబా లున్నాయి. అలాగే చెంద్రుడు అనేవాళ్ళు ఉన్నారు. జేతర, జెలగ ఇలా ఇప్పటికి వినిపించే ఈ పలుకలలో ఉండేది డంత్యపు గుణింతమే.
