a national level intervention and event.
Introduction:
----------------
A consortium of ICT multistakeholder organizations, groups and
communities belonging to various Public Sector, Research and Academic
institutions, Civil Society and Private sector are collaborating to
organize a national level ICT4D (Information and Communication
Technologies for Development) intervention and parallel events on an
ongoing basis. This multistakeholder partnership for ICT4D envisions a
national motivation to help counteract social and economic
disadvantage by promoting the use of ICT for development in all walks
of our lives.
This multistakeholder partnership will take due course to catalyse
national ICT/IT developments enabling a combined thrust to help our
nation move forward positioning itself successfully into an era of
innovation and knowledge based social and economic growth while
ensuring that all citizens both rural and urban including youth and
women without any discrimination have affordable access to the
Internet, ensuring their safety and the recognition of social justice
in an Internet enabled world.
Objectives:
-------------
A. The objectives of this intervention is to break silos and bring
together all ICT/IT initiatives being carried out throughout Pakistan
for the people, the society and the economy, together in to a combined
platform. This will facilitate in assessing the state of Pakistan’s
Information Society, creating awareness, sharing and gathering
information, creating collaborative synergies and partnerships,
explore the most pressing issues being faced today and topics of
common interest. This will further help in formulating an equal access
and innovation enabled national ICT4D development agenda achievable by
the partnerships formed with this intervention.
B. Such interventions will stimulate new ideas and various programmes
catalysing people oriented decision making and policy development
activities in the future ensuring that the wealth of information
available on or because of the Internet can be guaranteed for social
and economic development today and be sustained for our generations
tomorrow. Stakeholders will be exposed to ICT4D best practices while
making fruitful matches between people and organisations for human and
social development.
C. Such a vision is only achievable if all three stakeholders
including Government/ Provincial Government/ Local Governments/ Public
Sector, Private Sector/ Technical Community/ Commercial Research,
Civil Society/ Academia/ Researchers form a multistakeholder
partnership for a combined national ICT4D intervention. In order to
achieve this goal, various partners are pooling in different types of
resources and are required to identify all projects and activities
being undertaken by stakeholders throughout the country so that an
open and inclusive ICT4D partnership can be stimulated with the
availability of a centralized information resource base on ICT4D
initiatives in Pakistan.
The ICT4D Stocktaking Activity:
----------------
For effective inclusion and participation of relevant stakeholders,
the partnerships requires to undertake an ICT4D Stocktaking Activity
at the national level to fulfil the dual purpose of providing an
inventory of activities undertaken by all stakeholders and of taking
stock of the progress made in building the Information Society in
Pakistan. The stocktaking is being launched in December 2009 and will
continue to be updated as a dynamic portal to this rich source of
information, open to all. Currently stock taking is being done through
the various IT/ICT communities online as well as certain offline
sources but will be available as a database online.

The First ICT4D Intervention and National Event:
----------------
The first national level intervention is being planned to be held in
the second quarter of 2010 and finalized dates and program will be
announced once the National Level ICT4D Stocktaking Activity has been
completed.
This intervention will be a unique opportunity to boost the viability
of all participating ICT/IT projects, find new synergies, and create
opportunities for social investments as well as expanding existing ICT
networks. Secondly, participants will get opportunities to extend
their projects and interface with new social investors, volunteers and
talent.
