They should put a message ( annoucement) before an un registered sim makes a call it
should say.

otherwise your sim will be blocked by pta by the xxx date.

I got a message saying that there were more than 10 SIMs registered with my
NIC. I went and got a form and then forgot about it. I went to the service
center again about a month later and they told me it was fine, didnt have to
do anything (total must have come down below 10!). They wouldnt tell me which
numbers were on my NIC though, which is scary.
Read in the paper that some lucky guy had more than 10,000 SIMs registered on
his NIC. Bet he never won anything in the lucky draws either :-)

Adding unregistered SIMS actually helped companies in raising costumers and eventually their stock values, for
example, Mobilink the subsidiary of Orascom could have different stock
value if there customers were 15 million, which are now reported as 31
million. We saw the substantial rise in value of Warid Telecom, which
sold its 30 percent shares to Singtel for US 758 Million dollars.
PTA, allegedly, had understanding with cellular companies for allowing them to sell SIMs without any procedures; un-confirmed sources have reported on various occasions that PTA was in an un-disclosed deal with telco operators. That is why cellular companies are now looking at PTA to protect them from blocking their millions of SIMs.
Otherwise, if it was not under any deal, tu is there any problem in blocking SIMs or even whole company? which is harming your national interests?

The sims SHOULD be blocked, so that we at least know who is the user of the SIM
However the detail should be on a web site by entering a number, it should display the
customers name and his NIC first 3 and last 3 numbers.
This will also help the anonymus calls to women that are coming to be stoped.
This data should be available on a neuteral url on the net or pta web site.
this site can serve as a white pages also for the country and the phone book.
If some one does not want to be listed, they should pay a fee like 1000 rs a year to block
there names like it is done in the us, as then the query has to be manually answered by the
pta

This is not new...I remember when Jaaz was launched back in 1999 tons
of connections were sold as it was easy options...no deposit etc. and
most were without proper ID card. I got a really nice number but an
year later it was closed down and they wanted a new copy of NIC. SO at
least Mobilink did this once but they were small at that time and the
only one around.
Aamir: Normally a lot of connections are sold by reseller (dukhan
Khokah wallah) thats where things go wrong. The telco in its book
consider the SIM "sold" when they give stock to the franchisee. It
depends on how you calculate your user base i.e. either its SIM sold,
SIM active or something like all the users who have made one call in
last 3 months or something similar.
I fear the amount of SIM sold without ID card run into huge number
(maybe million for each Telco) if they block the SIM it will choked
their call centers and over load the customer care center not to
mention the revenue loss but I don't see any other way.

Otherwise, can you get your passport from a PAN Shop??? yea you can if the government permits them to do so....
I believe, telco companies and PTA will have to pay for this...but how???

The work flow normally is that telco have back office which are
responsible to transfer the data from the connection form to the
computer system. They also have link to NADRA to cross check the CNIC.
Problem is that back offices are normally so overloaded that they over
look these details..
Solution to me is responsibility on every level PTA, Telco, Reseller
and even customer. You can't tackle it any otherway.

Yes, we should appreciate the step taken by Govt. Officials, PTA and
all the bodies involve in it. Terrorist, Fraud, and mistreatment of
mobile phones calls is due to unregistered SIMs. Just like the PTCL,
every mobile operator has its customer’s base directory. So, caller
can be easily track and if a person is looking for specific number or
person it is also helpful to trace a person who is in the subscriber
list of mobile Operator.

Cell phones are like crack - block the sims and the users will get more.... so I don't think this 7 billion rupee figure can be a accurate.
At best there will be some customers changing companies, but none which stop using cell phones, so for the industry as a whole there won't be a loss in revenue.

Maybe it wouldn't be easy for public to sell off their SIMs in near
future provided there is a strict check on a valid NIC number for
that SIM.This way they might enforce a law for using only a PTA
validated number and we know how the cellular companies are approached
by investigative agencies to track someone.

Daily Jang (today's edition) said that from July 1st, 2008 all pre-active SIMs will be removed from market....and new SIMs would be activated only after verification of data...such as CNIC, utility bill etc...

Till now what I hav spoken to ppl around me it has been a positive
step as many ppl who has been receving prank & unknown calls are
nomore getting the calls like these.
It will only put serious Cellular customers on list
