I'm not sure if all the upstream SPs are running DPI engines. For a throughput that much, easiest and laziest way is to block Youtube cluster IPs - which seems to be the case. Google Play is most probably running on the same cluster.
Also, if you give a closer look to the authentication mechanism while using *any* of the Google services, the URL changes for a moment to Youtube services - for authentication.

Yup situation is similar here as well. Google Play store and GMAIL app on android are not responding since yesterday.

Many Google services are effected due to the blocking of youtube.com on IP level. Beside having DPIs inline, youtube https can not be blocked. Only way to block https URL is by blocking the IP.
Google keeps shuffling the IPs between all their services, that the reason the behavior is intermittent.

At least for khi I think blockage is at tw1 and/or pie - so doesn't matter which isp you are using.

If somebody tries to block YT on HTTPS then the end user will face issues in accessing Google shared hosted systems, being used by many applications/websites like BlogSpot, word press, and Google owned setups.
