The JSR 180 describe a SIP API for Java ME (i.e for java ME enabled
mobile phones)
the JSRs for java Micro Edition are implemented by the phones
manufacturer (Nokia Samsung Sony Ericsson ...) you will not find the
implementation on Internet you can only run developed applications
that use this API  on phones that support the JSR 180
Make sure that the selected test phone support the JSR 180 (it should
be a new phone)
if you don t have such a phone you can use this implementation it is
old but it is similar to JSR 180 and can help

it implements the SIP Servlet JSR 116 and 289
