How can I increase the time given to choose the OS at the grub boot
menu?

the file owner is root user. But I can log as the root user. I can't
remember whether any root password set other than my own user
password. So how can I edit this?
If you are using Ubuntu, press Alt+F2 and enter gksu nautilus /boot/grub in the Run dialog box.
In Ubuntu, there is no seperate root user by default. You can enter administrative (root) mode with programs like sudo (CLI) and gksu (GUI)!
