gps question

I'm confused. I have the HTC One (not rooted) and my friend has the S4 (not rooted). Tasker allows me to change GPS to on/off without problem, but on the S4 not so. It gives the notice that on android 4.3 and up the gps no longer functions without user intervention. Although, my HTC One is on android 4.1 and the S4 is on 4.2. So what gives? It should NOT work on my ONE then. Or, it should work on the S4 as it does on the One???

I meant 2.3 not 4.3....

It means HTC modified their version of android to allow it.
