Can be.

I have a profile that turns wifi on every 15 minutes and if it hasn't connected to a network within 30 seconds it turns it back off.

This saves the battery and turns my home profile on (triggered by home wifi connection) within at most 15 minutes of getting home.

I am looking for a better solution still but this semi-reliable workaround is this. I always listen to music in my car on the way home so I have an exit task set to run when my headphones/aux cord is unplugged. the task changes the gps check time to 60 seconds. That way within one minute of getting home my home location profile should work. however it doesn't always work. 

I am looking for a way to force my location profiles to update but I cant seem to figure it out. If I drive into my home location and run the "get location" action it does not change the state of the location profiles.

I think you would have to change the 'screen off' 'all checks' setting as well to make it more reliable..

However, I am not sure I fully understand why you are doing it this way but I would recommend just doing a get location when the cord is un plugged then test to see if you are close to your home. I would think you could get a accurate enough test just by limiting the decimal places in the lat Lon but if you search the group there have been a few posts on how to test how close location x is to location y.

Thanks rich I see how that could woork I'll have to give it a try. i know if i move into a location and my phone has not noticed yet, just getting a location does not update the profile.
