If 'collective karma' can be applied to a 'group' then why not the
workers in the WTC or the Jews in WW2? (i.e. 'victims' as well as
'perpetrators')

I think the concept of 'collective karma' is more often pernicious
than helpful.

Karma is as unique as a fingerprint or a DNA profile, all your actions
create your karma. Even if you belong to a same sort of group, you karma
will be very different.
