The "Brown vs. Board of Education" Supreme Court ruling has
significantly increased the educational opportunities of all Americans,
and of African Americans, as well as all other minority groups.

But if you examine the recorded grades of students, such as the SAT
scores, it appears that the scores have been going down over the years,
but in reality the scores have been going up. What's involved here is a
statistical fluke. Conservatives are using this statistical fluke to
argue that public schools are failing, but they are not failing, they
are succeeding, and I will prove it.

If you look at the overall SAT scores, it looks like they are going down
over the years. But if you carefully examine it, the SAT scores have
actually been going up. If you carefully examine it by ethnic groups,
you will see that ALL ethnic groups are improving their SAT scores.
More than 40 years ago, and before the "Brown vs. Board of Education"
ruling, only advantaged and over-achieving white students were the ones
who mostly went on to college and/or took the SAT tests. But today,
more and more of the disadvantaged minorities are making it to college,
and taking the SAT tests. Minorities tend to score lower on these
tests. But the scores of minorities has been rising even faster than
the scores of whites. Although, EVERYONE's scores have been going up.

This is important to point out.

A Yale President said that we are wasting our money on public education,
because, according to him, "we have doubled our spending on public
education, yet education scores are going down". This is a false
analysis, and it is being used as an excuse to undermine public schools
by cutting their funding. You'd think the President of such a
prestigious school would know better, but he doesn't, because of his
conservative ideological blindness.

To prove my point, you can check the grades of students from 1972 to
1992, in that time period all SAT scores in the United States were
measured, and they were measured based on each ethnic group, whites,
blacks, and Hispanics.

Here's an excellent web page for the documentation on this:

There are more people than ever now taking SAT tests, so that produces a
drop in SAT scores. In the 1960's, middle and upper class white
students were mostly the ones taking the test, and they had high scores.
In the 1970's, there were more and more disadvantaged minorities taking
SAT tests, so this brought down the national average. In 1972, only 13%
of those who took the SAT tests were minorities. By 1992, the number
more than doubled when 29% of those who took the SAT test were
minorities. The minorities scored less, and that brought down the
national average steadily over the years. But, in fact, the national
average kept going up. If you break it down by ethnic groups:

Black test scores rose, from an average of 686 in 1972, to an average of
797 in 1992.
Mexican origin test scores rose from 781 in 1972 to 797 in 1992.

Puerto Rican scores rose from 765 to 772. e.t.c.
