business said it will waste no time in proving itself in the global
marketplace.
In a statement released Sunday, Lenovo Group said it has completed its
$1.25 billion acquisition of IBM's (Quote, Chart) "Think" brand,
including its ThinkPad laptops, ThinkCentre desktop PCs, ThinkVantage
software tools and ThinkVision monitors.
While Lenovo commands one-third of the Chinese marketplace, it is now
considered third in the worldwide PC business behind market leader Dell

China's Theft of U.S. Nuclear Secrets
The Public Record
"China Stole Nuclear Secrets from Los Alamos, U.S. Officials Say,"
headlined the New York Times on March 6, 1999. What followed was an
alarming story cataloging how a scientist in a government laboratory
stole U.S. secrets allowing the People's Republic of China to develop
more advanced compact nuclear weapons.
Equally disturbing was the article's description of the
Administration response being "marked by delays, inaction and skepticism
-- even though senior intelligence officials often regarded it as one of
the most damaging spy cases in recent history."
Yet this was not the first report of this incident of espionage, or
indeed of other like incidents involving China. China's acquisition of
secret design information about the W-88 warhead -- the most advanced
nuclear warhead in the U.S. arsenal -- was first reported by the Wall
Street Journal on January 7, 1999. On February 17, 1999, the Washington
Post also published an article on this critical national security matter.
Senator Richard Shelby (R-AL), Chairman of the Senate Select
Committee on Intelligence, has announced that his Committee will hold
closed hearings starting Wednesday, March 17, with Energy Secretary Bill
Richardson and FBI Director Louis Freeh as the first witnesses.
What follows is a compilation of public reporting about Chinese
espionage efforts at U.S. nuclear labs, which assert that Beijing's
acquisition of secret data on the W-88 warhead is the most serious loss
resulting from China's 20-year espionage effort at U.S. nuclear labs
[See New York Times, 3/6/99; Wall Street Journal, 1/7/99; Washington
Post, 2/17/99 and 3/9/99.]
* As previously described, the W-88 is the United States' most
advanced miniature nuclear warhead; it sits atop the Trident II
Submarine Launched Ballistic Missile (SLBM). China's acquisition of this
information is believed to have greatly reduced the time it took Beijing
to develop its first miniaturized nuclear device.
* Although China's acquisition of information on the warhead is
believed to have occurred in the mid-1980's, the espionage was not
detected until 1995, when American experts analyzing Chinese nuclear
test results found similarities to the W-88.
* According to the March 6 New York Times: in April 1995,
"senior nuclear weapons experts at Los Alamos, poring over data from the
most recent Chinese underground tests, had detected eerie similarities
between the latest Chinese and U.S. bomb designs. From what they could
tell, Beijing was testing a smaller and more lethal nuclear device
configured remarkably like the W-88."
* Two months later, the CIA reportedly acquired what appeared
to be a Chinese government document from 1988 describing that country's
nuclear weapons program. According to the Times, this document
"specifically mentioned the W-88 and described some of the warhead's key
design features."
* In late 1995 or early 1996, the head of the Department of
Energy's (DOE) intelligence group took this information to the FBI. A
team of FBI agents and Energy Department officials reportedly traveled
to the three weapons labs and reviewed travel and work records of lab
scientists who had access to the relevant technology. The team narrowed
its focus to five possible suspects, including Wen Ho Lee, a
Chinese-American computer scientist at the Los Alamos National
Laboratory where the W-88 had been designed. The New York Times quotes
an unnamed U.S. official as saying Lee "stuck out like a sore thumb."
* In April 1996, DOE reportedly briefed CIA officials and
National Security Advisor Sandy Berger for the first time on the theft
of W-88 information.
* By mid-1996, the FBI had opened a formal criminal
investigation into the matter, but assigned few resources to the case
and made little progress for about a year. In April 1997, however, the
FBI did issue a report on improving security at the DOE labs.
* DOE intelligence officials again briefed Sandy Berger in July
1997, and according to the New York Times told him that in addition to
the loss of information about the W-88, "there was evidence of several
other Chinese espionage operations that were still under way inside the
weapons labs." Berger reportedly first briefed President Clinton on the
subject at this time and kept him updated over the next few months.
Competing Intelligence Assessments
* According to the New York Times, in 1997 the White House
requested a CIA analysis of how China had developed its smaller nuclear
warheads. "The areas of agreement between DOE and CIA were that China
definitely benefitted from access to U.S. nuclear weapons information
that was obtained from open sources, conversations with DOE scientists
in the United States and China, and espionage," according to an unnamed
U.S. official cited by the Times.
* The differences in analysis between the two agencies were
summed up by a U.S. official quoted in the Times article as follows:
While DOE attributed China's development of a new nuclear warhead solely
to the acquisition of U.S. information, the CIA reportedly believed that
in addition to data acquired from espionage in the United States, the
Chinese benefitted from Russian assistance and their own indigenous efforts.
Criminal Investigation
* According to the New York Times, a little over a year after
it opened a formal investigation, the FBI reportedly concluded it did
not have enough evidence to arrest the suspect at Los Alamos and also
did not have sufficient evidence to obtain a secret wiretap. The FBI
investigation was hampered by the fact that the espionage had taken
place about 10 years earlier, and investigators were unable to uncover
indications of any activity the suspect had taken on behalf of the
Chinese in the intervening decade.
* Despite being told by FBI Director Freeh in September 1997
that the suspect did not need to remain in his sensitive post in order
for the Bureau to continue to monitor his activities, DOE allowed the
suspect to keep his job and retain his security clearances for more than
a year.
* The suspect was given polygraph tests by DOE last December
and by the FBI last month and was found to be deceptive. He has refused
to cooperate with the FBI investigation. As a result, Energy Secretary
Richardson recommended that the suspect, who is a contract employee to
the University of California (which operates the Los Alamos Lab) be
fired. The employee was terminated on Monday March 8, 1999.
Administration Moves to Tighten Lab Security
* Nearly two years after Sandy Berger was first briefed on the
issue, the National Security Council began to draft a new
counterintelligence program for the labs, and President Clinton signed
the order mandating the new measure in February 1998. In April of that
year, a former FBI counterintelligence agent, Ed Curran, was named to
run a more vigorous counterintelligence office at DOE headquarters.
* Last fall, shortly after taking over as Energy Secretary,
Bill Richardson was briefed on the problem and according to the Times,
quickly reinstated background checks on all foreign visitors, a move
recommended 17 months earlier by the FBI. He reportedly also doubled the
counterintelligence budget and placed more FBI counterintelligence
experts at the labs.
Other Cases of Chinese Espionage at DOE Labs
According to the Wall Street Journal, the W-88 case is the third
major Chinese espionage effort uncovered at DOE labs over the last two
decades.
* In January 1999, the Journal reported that in the late
1970's, a Taiwan-born American scientist working at the Lawrence
Livermore laboratory "passed classified information to Beijing about the
U.S. neutron-bomb program. A decade later, China tested a neutron
warhead, but hasn't deployed one. The scientist was fired but never
arrested due to a lack of hard evidence."
* The same article noted that in the mid-1980's, Peter Lee,
another Taiwan-born American scientist working at Los Alamos "passed
classified information to China about U.S. laser technology. The lasers,
according to officials, can be used to simulate nuclear explosions for
either weapons design or stockpile maintenance." As part of a
plea-bargain agreement, Mr. Lee was sentenced last year to a year in a
halfway house.

Newly declassified documents show that President Bill Clinton personally
approved the transfer to China of advanced space technology that can be
used for nuclear combat.
The documents show that in 1996 Clinton approved the export of radiation
hardened chip sets to China. The specialized chips are necessary for
fighting a nuclear war.
"Waivers may be granted upon a national interest determination," states
a Commerce Department document titled "U.S. Sanctions on China."
"The President has approved a series of satellite related waivers in
recent months, most recently in November, 1996 for export of radiation
hardened chip sets for a Chinese meteorological satellite," noted the
Commerce Department documents.
These special computer chips are designed to function while being
bombarded by intense radiation. Radiation hardened chips are considered
critical for atomic warfare and are required by advanced nuclear tipped
missiles.
Judicial Watch obtained the documents through the Freedom of Information
Act, a Washington-based political watchdog group.
Several documents were withheld from release by the U.S. Commerce
Department for commercial and personal privacy exemptions, but none of
the documents were withheld for national security reasons. Judicial
Watch is expected to appeal the withholdings.
Decade of Betrayal
U.S. intelligence sources stated that the newly released documents
illustrate the extent to which the Clinton White House placed trade –
and trade with China specifically – above national security.
"In all likelihood we will be glowing in the dark before we discover the
true extent of the Clinton decade of betrayal," stated Rick Fisher,
Asian Security Fellow at the Center for Security Policy.
"If it was indeed intended for a new PRC weather satellite, then it is
possible that it was used for their new polar orbit weather satellites.
This is significant because the Chinese themselves acknowledge that
their polar orbit weather satellites directly contribute to their
long-range missile targeting capability. This becomes even more
important for their new smaller but more accurate warheads, used on
their new DF-31, DF-31A, DF-5 Mod2 and JL-2 missiles. If they encounter
significant weather, warhead accuracy degrades, reducing their utility,"
stated Fisher.
"Inasmuch as similar U.S. military weather satellites perform the same
missions, the Clinton Administration had to have known they were
assisting a PLA strategic military capability," concluded Fisher.
In addition, the Chinese military is clearly interested in acquiring
advanced radiation hardened computer chips for its strategic nuclear
arsenal.
U.S. Chips for PRC Nukes
Currently, China has only liquid fueled, long-range missiles, and the
majority of them are based inside underground silos. These long-range
rockets are reported to be "bore-sighted" – meaning the underground
silos are aimed directly at target cities inside the United States.
The Chinese army is now attempting to shift its strategic nuclear
arsenal to a solid-fuel "launch on command" capability. These new
missiles are rail- and road-mobile and require sophisticated electronic
guidance systems to accurately strike their intended targets.
As part of this upgrade, the Chinese army is also modifying its nuclear
warhead designs to arm new survivable missiles such as the DF-31 and
JL-2. Chinese engineers are planning to equip these new missiles with
MIRV technology, allowing each missile to carry multiple nuclear warheads.
Again, the U.S. radiation hardened computer chip technology is a logical
addition to the reconfiguration and upgrade of Chinese nuclear weapons.
Stolen U.S. Chips
Another critical element of the Clinton-supplied waiver is the fact that
it took place during an investigation of Chinese espionage into missing
U.S. radiation hardened satellite chips.
In February 1996, a Chinese Long March rocket carrying a Loral Intelsat
satellite failed and crashed on lift-off. The Loral Intelsat payload was
badly damaged. The Chinese intended to launch the Loral satellite into
deep space as they had been paid to do by Loral CEO Bernard Schwartz.
However, fate took a twisted path, and so did the Chinese rocket. The
Long March rocket failed on launch and crashed into a nearby Chinese
village, killing over 200 innocent civilians. The failure of the Long
March allowed the U.S. to recover the sealed satellite guidance box,
which revealed the control board of radiation-hardened chips was missing.
The missing board from the Loral Intelsat satellite is no mystery. It
quickly became obvious that Chinese engineers removed the special

If you were a Chinese aerospace kingpin looking for an agent to buy
influence at the White House and get American rocket technology into
your hands, Johnny Chung would not be your first choice for the job--or
your second choice or even your third. Yet Chung, the cartoonish
Taiwan-born businessman best known for his role in the 1996 Clinton
campaign-finance scandals ($366,000 in suspicious contributions; a plea
bargain in which he's cooperating with investigators), was being
described in Washington last week as the pivot man in a "China Plan" to
do just that. For an influence peddler, he employed an unlikely m.o.--a
garish, glad-handing personality that repelled those he wanted to
seduce, from top White House aides to their interns. "Johnny was a
hassle," an intern named Gina Ratliffe told House investigators in a
deposition. Chung often showed up at the offices of Hillary Rodham
Clinton, where Ratliffe worked in 1995, and whenever he did "people
would roll their eyes and say, 'Oh, Johnny is here,'" said Ratliffe.
Chung hired Ratliffe, then 21, as an assistant in what he called his
"bridge-building" mission between the U.S. and China, promising that she
could live in a $3 million Virginia mansion, ride around Washington in a
chauffeured town car, even meet Steven Spielberg. But Ratliffe quit
after three months and one trip to Beijing, she said, because Chung
never made good on his promises. "He was just this big braggart."
Now Chung is having a second moment of infamy, because he has told
investigators that he received $300,000 from Liu Chaoying, a top
executive at China Aerospace International Holdings (the subsidiary of a
huge Chinese satellite-launching outfit), and funneled at least $35,000
of it to the Democratic National Committee. Here's where it gets sticky:
after Chung passed illegal money to the D.N.C., Clinton approved the
transfer of commercial satellite-launch technology to China--technology
that might have helped China improve the accuracy of its long-range
ballistic missiles that threaten the U.S.
Suddenly, the campaign-finance scandals seemed to have serious
national-security implications. New investigative bodies sprang up in
the House and Senate last week as legislators from both parties made
grave pronouncements about the apparent security breach. But TIME's
examination of the evidence suggests there may be less to the China
connection than meets the eye. Investigative sources tell TIME there's
no evidence that anyone in the White House knew Chung was funneling
money from Chinese sources or that Chung ever lobbied anyone about the
transfer of satellite-launch technology. Chung's lawyer, Brian Sun,
insists Liu never discussed satellites or waivers with Chung. At least
part of their partnership concerned the prosaic business of trading auto
parts and telephone equipment.
Chung and Liu met in June 1996 through mutual business contacts in Hong
Kong. It was an easy marriage of interests: Chung, 43, the hustler, was
always flashing his Clinton photos and looking for deals; Liu, 39, the
daughter of a powerful retired general in the People's Liberation Army,
was a lieutenant colonel in the P.L.A. As such, she was a sophisticated
member of the elite class of Chinese "princelings"--offspring of
communist bosses who are often given control of huge trading companies
but who sometimes act independently, not necessarily as agents of a
putative China Inc. that masterminds all the nation's investment, trade
and political activities worldwide. Liu was looking for a foothold in
Western markets. When she visited the U.S. in July 1996, Chung
introduced her to Clinton at a Los Angeles fund raiser. She and Chung
also paid a call on the Securities and Exchange Commission in
Washington, a meeting arranged by Massachusetts Senator John Kerry,
another recipient of Chung's illegal contributions. On the agenda: the
procedure for getting a foreign firm listed on American stock exchanges.

9, Liu and Chung formed Marswell Investment, a Los Angeles corporation

their new business venture; some went to the D.N.C.
The origin of the funds is murky but important. If the money came from
Beijing, its source may have been the P.L.A. or China Aerospace, the

Justice Department investigators do not have access to Chinese banking
records. Even the Republican leading the new House investigation into
the matter, California Congressman Christopher Cox, says he has no hope
of proving that the Liu-Chung payment had anything to do with Clinton's
decision to allow an American corporation to send rocket technology to
