EU-TURKEY RELATIONS

3/24/95, TRH--Turkey's relationship with the European
Union (EU) was subjected to some pressure this week as
Turkish troops launched a massive military operation into
northern Iraq to destroy military bases from which the
Kurdish Workers Party allegedly operates.
During a trip to Ankara , the foreign ministers of
Germany, France, and Spain expressed their concern of the
military incursion as a solution for what they view as a
political problem. The ministers were participating in
high-level talks on Turkey's customs union accord, the first
such meeting since the agreement on the customs union was
made in principle.
French foreign minister Alain Juppe said that the EU
was troubled by the military operation's violation of
international law and stated that although Turkey had a
right to ensure national security, it also had the
obligation as an associate member of the EU to respect
international law as well as human rights. Juppe went on to
say that if a vote in the European parliament to be held
immediately, Turkey's custom union with the EU would not
pass.
On the positive front, this week Turkey received welcome
support from Italian president Oscar Luigi Scalfaro who
commented on the on his expectation that Turkey would
someday be a full-fledged member of the EU. President
Scalfaro was visiting Turkey.
March 6th accord between Turkey and the EU was
foreseeing easier travel for Turkish citizens through
Europe, and this week one step was taken by seven of the EU
members realize this goal: Turks will now be able travel
through these countries with one visa.
ECONOMY
03/25/95, TRH--While some analysts fear that the
incursion into Iraq is not going to help the Turkish
economy, the Istanbul stock exchange index did not mind the
commotion and kept going up last week. Perhaps the stock
market was carrying the optimism that came with the renewal
of the coalition accord and more importantly, the signing of
the customs union accord with the European Union at the
beginning of March.
Other significant developments in the economy were:
* A new project is underway to transport Ukrainian oil
through Turkey to the Mediterranean. Tankers will carry the
oil to the Turkish Black Sea port of Samsun and a pipeline
will deliver it the Turkish Mediterranean sea ports.
* Turkey's flowers growers are targeting $17 million of
exports this year. Britain is among the biggest importers,
followed by Japan, Bulgaria, Romania and Russia.
* Turkey is participating in the second International
Tourism and Travel Fair (MITT '95) in Moscow. Turkey will
also open a tourist information office there. Russians now
comprise a large percentage of the tourists visiting Turkey.
* Four Turkish defense industry companies have
participated in the IDEX-95 defense fair held in the United
Arab Emirates between March 19 - 23
* Turkey and Kazakhstan sign agreement of intent for oil
pipeline to transport Kazakh oil to Turkey's Ceyhan
Mediterranean terminal.
ITALIAN PRESIDENT VISITS TURKEY
03/25/95, TRH--Italian president Oscar Luigi Scalforo
visited Turkey as the guest of the Turkish president
Suleyman Demirel last week. His visit resulted in the
signing of a trade accord for the protection and
encouragement of investments.
The two presidents also pledged that Italy and Turkey
will work together to boost cooperation in the Mediterranean
region.
There are several Italian companies operating in Turkey
and Italian and Turkish companies are cooperating in
international projects such as the building freeways in
Southern Europe and Balkans.
52nd TURKISH ADMINISTRATION
03/25/95, TRH--After the signing of an "implementation
accord" Ms. Tansu Ciller and Mr. Hikmet Cetin started
forming the 52nd administration of the Turkish Republic. The
first task of the two coalition partners is to decide on the
appointments of the cabinet ministers.
TURKISH TROOPS ENTER IRAQ
03/25/95, TRH--Turkish troops entered Iraq at the
beginning of the week to pursue the members of the Kurdish
Workers Party (KWP). KWP has been running a military and
terrorist campaign against the Turkish government since
1984. The KWP campaign has resulted in about 15,000 deaths,
mostly Kurdish civilians.
The Turkish government gave the objectives of the
incursion as destroying the camps of the KWP close to the
Turkish border to prevent cross-border raids.
The military operation drew mixed reaction around the
world. The U.S. government officials gave their approval but
cautioned Turkey against harming civilians. Iraq, which does
not control the area since the Gulf War, criticized Turkey
and the U.S. Russia, perhaps to legitimize its military
operations in Chechnia, also expressed approval.
On Friday Turkish President Demirel expressed the
determined attitude of the Turkish government and negative
comments: "Turkey does not stand on its feet by the mercy of
its enemies and the charity of its friends."
Turkish rebuffed the Western criticism also and pointed
out that the operation was necessitated by the power vacuum
created in Northern Iraq as a result of the actions of the
Western alliance against Iraq. If and when Iraq is allowed
to establish its authority in the region, the Turkish
officials said, such cross-border operations would not be
necessary.
Dr. Hikmet Cetin, a former foreign minister, and the new
partner in the coalition government, defended Turkish action
to the visiting European Union leaders made up of the past
present and the future presidents. Dr. Cetin asked Mr. Klaus
Kinkel of Germany and the Spanish foreign minister Javier
Solano at a breakfast meeting in Ankara what their
governments would do if they were in Turkey's position.
Public opinion within Turkey was unanimously behind the
operation. Almost all papers carried out articles and
commentaries supporting the government. The main opposition
party Motherland's leader Mesut Yilmaz, who criticizes the
Ciller administration at every opportunity, also gave his
blessings. In fact, Mr. Yilmaz, who was in the U.S. for a
visit, took the opportunity to defend the Turkish military
operation in many public forums, talks with American
officials and politicians.
NEVRUZ CELEBRATED PEACEFULLY
03/24/95, TRH--The Nevruz, day of celebration for the
arriving of the spring, which had turned into a day for
violent confrontation between Kurdish separatists and
Turkish authorities in the past few years, was marked by
calm and jubilation this year.
Many Turks of Turkey, and Turks in the Central Asian
Republics also celebrate Nevruz.
FENER GREEK ORTHODOX PATRIARCH CALLS FOR DIALOGUE
03/24/95, AA--Istanbul Fener Greek Orthodox Patriarch
Bartolomeos has called for dialogue between the young
people of Greece and Turkey. Bartolomeos' remarks have been
published in the latest issue of Ikonomikos magazine. He
said the lack of trust and cooperation between
Turkey and Greece could only be dealt with by the younger
generations of the two nations. Speaking about the fact
that he was located in Istanbul, the Greek Orthodox
patriarch said that among other things, he enjoyed
freedom of expression and movement, adding that he was
happy to live in Turkey.
BSEC TO FIGHT AGAINST BLACK SEA POLLUTION
03/24/95, AA--The Black Sea Economic Cooperation
(BSEC) Environmental Working Group has agreed on a
program to struggle against pollution in the Black
Sea.
In a disclosure following a two-day meeting in Athens,
the BSEC said that an information network on environmental
issues would be established between the member countries.
DAYLIGHT SAVINGS TIME START
03/25/95, TRH--Daylight savings time started in Turkey
just a few hour ago. Time difference between the West coast
and Turkey increased to 11 hours. For those of you making
travel arrangements or wishing to call Turkey may wish to
take this into consideration.

died at the age of 52. He was awarded the first prize in Ile
de Bendor by Paul Richard in France. He had many shows both
in Turkey and all over the World.
- Safranbolu is in the Unesco's list:
Unesco rescued the famous Safranbolu Houses from getting
concrete architectural blocks.. During the Unesco's 18th
meeting in Thailand, Safranbulo has finally been included in
the list of World's Inheretence.
AFSAD 12th Annual National Show:
Ankara Photography Artists Foundation arranges photography
shows each year emphasizing on "Today's Turkey". This year
the subject was "People Scenes from My Country". The reason
for AFSAD to curate this show to see the reflection of the
people in Anatolia in photography and to remember Nazim
Hikmet respectfuly.
BOOK: Ada press published three books all of which include
the writings and the drawings of Abidin Dino; "Pera Palas",
"Yuzler", "Eller".

Horon Turkish Folk Ensemble invites you to Turkish Folklore
Night, from 7pm to 10:30pm on Saturday, April 1st, at the
Monterey Institute of International Studies Irvine
Auditorium, at the corner of Pacific and Jefferson Streets.
This is a fund raising event for Horon Turkish Folk
Ensemble, and features Turkish folk dance performances by
HORON and ARKADASH Turkish Folk Ensembles, live folk music
by Latif Bolat and Friends, and a slide show about Turkish
Art and Culture. Turkish food - borek, baklava and meze
samples - and soft drinks will be served at the beginning of
the evening.

traditional songs and dance tunes from the heterogeneous
populations of his native Yugoslavia. Silic says, "My
country is being torn apart and destroyed with unspeakable
brutality by extremists who claim that our peoples have
nothing in common and can't live together. But that is not
true and this music is the proof."
Appearing also is YASHA Turkish Ensemble directed by Turkish
vocalist and musician Latif Bolat. YASHA brings the vocal
and instrumental music of Turkey vividly to life with its
exciting combination of traditional instruments, including
baglama (long-necked lute), dumbek (drum), oud (fretless
lute), and kanun (plucked zither).
