I stand corrected. I had assumed incorrectly that Usenet rules would
appear to the unmoderated groups on the list regardless of the
individual requirements of moderated groups. In the case of
crossposts to multiple moderated groups, apparently Usenet mails the
post only to the first moderated group in the cross post list.
Had I googled this before I posted to Bob, I might have found this:

newsgroups will go to the moderation address for the moderated group,
and will not show up in any of the other groups on the local server
unless and until the moderator approves it as a cross-post.
An attempt to cross-post a message to more than one moderated group
will go to the moderation address for one group, in most cases, the
moderated group that appears first on the Newsgroups: line, and will
be handled further as that moderator chooses."
So a crosspost list which includes a moderated group has the effect of
applying that group's rules to all the groups on the list for that
post.
I apologize to Bob Casanova specifically, and everybody else
generally, for my incorrect reply, and for any confusion that might
have resulted from it. Bob's original reply is correct. Thank you
DIG for taking the time to set the record straight.
