I've been told in another group that GG isn't down exactly, but
hasn't been feeding articles to the rest of Usenet for a few days.

Not sure how this affects moderated groups.

Exactly how does that description differ from "down"?

It's in RO mode. "Down" implies nobody can access it

I can accept that, although functionally the states are
equivalent.

I guess it depends on which functions you want. For example, even in
RO mode, GG works as well as it ever does to look up an old post.

Go where the ewind takes you, to include some out of date or no longer
active sites.

Avoid using IDs that are like this message, to fresh to be archived.

Probably. But that's not what you asked. And there can be other
reasons besides those already mentioned.
