The red dot, and the can tipping

Why is it that it's better to point the nozzle at the red dot? And
why shouldn't one tip the can beyond the horizontal?

PS: In case you're wondering, this is about those aerosol cans of
saline solution for contact lens wearers.

Because when you rob the 7-11, you want to disable the clerk from
seeing who you are. Spray paint works well.
