If you own an original CD of this game, which is required, then why
not just install the game in a virtual machine and play it from there?
Why do I need to download this "port" in order to play?

The port will run the game at the correct speed which was the whole
point of it I guess.

Actually the point was to play the game - when we started making the
port Syndicate Wars didn't work with dosbox, and VMs weren't very
popular.
Guess now there are many ways to play the game.

I think it's impossible to downplay what a massive achievement the port is.

Speaking personally, Syndicate Wars was one of the best games I've ever played and I used to keep a Windows 98 partition on my hard disk for years just so I could boot into it and play SWARS. After switching to a Mac, all that finally became too much bother, so this is a wonderful solution.
