Funny that you ask this question. I just helped a friend of mine with PB
and O10g. He was having difficulties connecting to the DBMS in production.
Turns out that the client's site has lower versions of the Oracle client
installed in development, but not in production. He was using PB 9.0.3 and
had to migrate his application to PB 10.x to be compliant to the 10g client.
So the answer to your question will probably depend on what Oracle
client is still available to your old PB 6.5. However, saying that - using
an older DB client is like getting a new engine in your car and neglecting
to replace the transmission. It might work (for a while) but you could be in
for some problems using certain features or under heavy load. You have to
remember that PB 6.5 is also ANSI and Oracle 10g is Unicode. So that could
be another interesting scenario.

with 10g.
