Unfortunately, it's complaining about the project painter itself. Try
closing the painter, and then right clicking on the project and selecting
deploy from there.

I get this from time to time as well... there's like a bug somewhere
where a reference count to open painters isn't being set correctly.
Unfortunately, I know of no way to clear it other then closing and
reopening PowerBuilder. I have never been able to reproduce it at
will so it's a difficult case to bring to engineering for a fix.

It just means that you have another painter open, eg. windows or userobject
painter.
