connection to Oracle using '010 Oracle 10g'

I am trying to connecto to oracle 10g database using powerbuilder 10.2
on EAServer 5.5. I am trying to connect using Connection cache name.
But it is failing to connect to. I have created a connection cache
which pings to database.
in sqlerrtext its says Failed to get a valid Database Connection from
Jaguar yet no error was returned from the Jaguar Server. (999)

also Unable to set proxy of jagadmin on the connection. I do not have
much experties on oracle. our application works fine with ASE on such
set up. We want to use proxy facility provided by connection cache to
use with Oracle.
Is it possible or will i have to create individual connections for
each user. (kind of use DNS )

Please if anyone can point me in right direction as how to create
oracle connection.
