1. You tell svnX to use your Subversion 1.7 installation.
[Via the svnX > Preferences… menu command.]
2. You then open the working copy.
[Via svnX’s Working Copies window.]
3. If Subversion then reports that this is a v1.6 working copy then
svnX should ask if you want to upgrade it.
If you want to upgrade the WC to Subversion 1.7 then click the
“Upgrade…” button.
[Note: There is currently no way to downgrade a WC from Subversion 1.7
to 1.6.]

Each version of TortoiseSVN is tied to a particular version of
Subversion. (As it uses a built-in copy.)
SvnX does not contain a built-in copy of Subversion & is designed to
use (pretty much) any version/installation you like.
This allows you to ensure that svnX will use the identical Subversion
as your chosen CLI tools or Xcode etc.
or a custom version or independently updated version of your choice,
if & when you chose to upgrade.
