This might already be a thread so please link me if it is...

I'm looking to ride the Blue Ridge Parkway on my Cross-Check and I'm
thinking of going with:
 - Tires: Continental Touring Plus 37x622 :

I'm not sure the fenders will fit. I've seen them on a LHT before and they
looked good. I'd prefer the Hybrid Touring :

35x700c which is smaller than I would like to go...

I figured maybe someone has tried this? I'm using American Classic
Hurricane rims and they are 22mm wide so the 37 isn't a problem and it
might just pull the crown height down a bit to fit like a 35 (being
optimistic)

Are you sure the Conti tires are a true 37mm?  The stock tires on my
LHT were Conti and even though they were labeled "37", they measured
only to 34mm on my calipers.  If that's the case with your tires, 45mm
fenders should be fine.

Fenders are only there to stop mud and crud getting on you and your bike  
yes? Aesthetics would run a distant second to that IMHO.

Therefore you need a fender that will catch as much muck as possible.

I reckon go with the widest fenders that will fit your frame then you know  
you're covered for all tyre combos that fit under the  fenders.

If you're running 37mm tyres then a 45mm fender if it fits would just cut  
it. I run 38mm (measured width) and 50mm fenders on my LHT as the original  
45mm ones were too narrow.

The conti tires are guaranteed to run smaller than stated size. I fit Conti
37mm Contacts with SKS P45s on my Cross Check. I even fit Schwalbe 40mm
Marathons with fenders on my CC although the bike was set-up as a SS at the
time.

My Hutchinson Globetrotter 700cX37 tires measure 39mm wide, my Zefal 45mm
fenders measure 44mm wide but the fender brackets offer 49mm of room.  Thus
I have 5mm of room between each side of my tire and fender bracket.  I
tried some wider tires and they did not work.  From that I have concluded
that I need 5mm of clearance to allow for fender vibration, wheel out of
true, tire wobble, etc.  I occasionally have to bend a fender stay if
something starts to rub, more than 5mm of clearance would be better but I
have used this fender tire combination for 8 years and am content with it.

If your fender does not come with a mud flap on the front, I am using the
lid of a large sized Folgers container, the plastic is soft and cut easily
with a scissors, but is stiff enough to hold shape and is sufficiently
durable to last.
