Are you familiar with how the House and Senate offices are laid out on
Capitol Hill?  There are 3 House buildings and 3 Senate buildings, and
the offices on each side share a zip code.  This would be a lot of
redundant information in the API - you'd be better off hardcoding the
zips.  I think it's 20510 for the Senate side, and 20024 for the House
side.
