Subtext CSS not loading

Ok this is really really bugging me. Yes I know this is open
source....BUT the nature of the subtext blog and how it's built has
got to be an issue not only for me but others.

The problem: At times, the css is not being loaded for the blog.
When I render the blog in FF, it's great. When I open IE 8, it's
completely missing the CSS styles. The css page is not being loaded
but I can sit right there and see it just fine in FF 3.5! Ok, so I
cleared the IE cache, no luck. And what we end up having to do for
subtext every time is to recycle the app pool.

So there are 2 problems with Subtext:

1) Having to recycle the app pool - I think due to the nature of
having virtual pages
2) Why is it working in FF and not IE when this sort of thing
happens? (it happens occasionally but that's not cool..especially
when marketing is trying to review it for SEO with our consultant)

Can anyone tell me how to keep subtext running CSS worry free?

and I am pretty sure we need the blog in the same app pool because
it's running under the same domain as our main e-commerce website.

Which skin are you using? Take a look at Skins.config. There's a setting to merge styles and scripts. Try setting that to not merge styles and scripts. Maybe there's a bug with that merging which causes the styles to be served via a web handler rather than directly from the file system.

Oh, and please log a bug! This sounds like a serious issue and I want to make sure we address it fully in the next version.

Ok, we'll try that...we're using our own skin but followed the route
of how you are supposed to create custom skins..so nothing out of
ordinary.
