POST-DOC FELLOWSHIP POSITIONS at DUKE UNIVERSITY
Duke University’s Institute for Genome Sciences & Policy is seeking two
Fellows to work in its Center for Public Genomics

August/September 2012. The CpG was established in 2004 to
explore the value of “open science” norms and practices, and to understand
the risks and benefits of intellectual property protections in genomics.
The CpG is funded by the National Human Genome Research Institute, and is a
national Center of Excellence in Ethical, Legal, and Social Implications
Research, supported by a P50 center grant.

*Post-Doc Position #1*: The Fellow is expected to do research and help with
scholarly work within the Center. The Fellow will be responsible for a
variety of tasks within the CpG’s different projects, particularly a study
of DNA sequencing technologies and the implications of widespread
full-genome sequence analysis. The Fellow will conduct research on policy
issues related to data-sharing, intellectual property, and genomics
research as part of a team involving two research assistants, students, and
the Principal Investigator, Robert Cook-Deegan. Qualified candidates
should hold an advanced degree in the natural sciences, social sciences,
law, medicine or humanities. A scientific or technical background is
desirable, but not required.
*Post-Doc Position #2*: The Fellow will be responsible for a variety of
tasks within the CpG that are centered at Duke Law School. His or her
focus will be the "Genomics as Information" Project, which seeks to
identify, analyze, and propose policy responses to ownership challenges
raised as genomic research becomes increasingly based on pure information.
The Fellow will conduct research as part of a team led by the Principal
Investigator of the project, Professor Arti Rai. Qualified candidates
should hold an advanced degree in law (J.D.). Coursework or practice in
the area of intellectual property required. A scientific or technical
background is desirable, but not required.
For both positions, salary is commensurate with experience. NIH funding
requires that the person selected be an American citizen or have a
Permanent Resident card (Alien Registration Receipt card or “green card”.)

The IDA Science and Technology Policy Institute (STPI) is a non-profit,
federally funded research and development center that provides analytical
support to the White House Office of Science and Technology Policy and the
federal agencies on science and technology (S&T) policy.
STPI takes pride in the high caliber and timeliness of its analyses, which
are produced in an atmosphere that encourages independent thinking to
achieve objective results. Work at STPI often involves multi-disciplinary

communications skills are essential, as STPI staff work closely and

We work across all areas of science and technology, including economics and

*Judging Process**:*
The judging process is similar to other peer review processes like grant
review or academic publication.
Working independently, judges will apply non-technical

impoverished. Judges will provide an overall numeric score on a 100 point
scale along with comments explaining their score. Judges will exercise
considerable independent judgment in this process.
Applications will compete in four categories: medical technology, food and
nutrition, clean technology and information technology. Each application
will receive 3 reviews by 3 separate judges. The reviews will be forwarded
to a selection committee to determine the winners.
*Commitment required**:*
Judges will serve as unpaid volunteers for one awards cycle. Each judge
will review 30-50 applications of 5 pages each. All reviews will be done
in a 30-day period shortly after the close of the application process (ends
Aug 31, 2012). Completed reviews will be due in early to mid October.
Judges must participate in a one-day orientation seminar offered in person
or remotely to be scheduled in August or early Sept. Judges will also have
the opportunity to provide a follow-up report on how to improve the program
in the future.
*Qualifications**:*
To serve as a judge, volunteers should demonstrate the following
qualifications:
1) Recognized subject matter expertise in science, engineering,
economics, business, public policy, health, law, or a related field.
2) Demonstrated understanding of a broad range of mechanisms for
developing and commercializing technology.
3) Experience participating in review processes such as grant
applications or academic journal submissions.
Items 1 and 3 can generally be satisfied by some type of an academic
appointment, possibly part-time. Item 2 may be shown through activities
that reflect commercialization experience or knowledge, such as: turning
academic research into commercial products, working with startup companies
that commercialize research, advising companies on market potential,
engaging in market studies or analysis, or other activities with a
commercial focus.
Additionally, it is desirable but not necessary for applicants to

American Academy of Microbiology Colloquium Fellowship
Beginning in 2011, the American Academy of Microbiology (Academy) will
provide a one-year fellowship to a recent microbiology PhD recipient. The
Academy is the honorific leadership group within the American Society for
Microbiology (ASM), the world's oldest and largest life science
organization. The mission of the Academy is to recognize scientists for
outstanding contributions to microbiology and provide microbiological
expertise in the service of science and the public. To this end, each year
the Academy convenes three to four colloquia to address critical issues in
microbiology. Colloquium reports are used by governmental agencies,
industry, educators and the scientific and lay communities.
The field of microbiology is broad and microbiologists have much to
contribute to solving societal challenges in health, food, energy and the
environment. Communicating the excitement and potential benefits of
advances in microbiology is critically important to attract the next
generation of students into the field, to educate and inform the public and
to justify continued investment in microbiology research. In addition to
academic researchers and clinicians, the field of microbiology needs
individuals who are skilled in science communication and public outreach.
The goal of the AAM Colloquium fellowship is to provide an opportunity for
a recent microbiology PhD graduate to develop these skills. The fellow will
work closely with the Academy Director on the colloquium program,
participating in the entire process from choosing appropriate topics
through proposal development and fund-raising to writing colloquium reports
to publicity and dissemination.
Applicants for the fellowship should have a broad interest in the field of
microbiology and a willingness to learn about topics outside their own area
of expertise. Exceptional writing skills are essential. The fellowship will

The Department of Economics and Robert Wood Johnson Foundation (RWJF)
Center for Health Policy at the University of New Mexico invite
applications for a one-year postdoctoral position, to begin August 2012.
Contingent on award of funds, the successful candidate will participate in
a NSF Science of Science and Innovation Policy (SciSIP) grant-funded
research project to assess the efficiency and productivity of federal
biomedical research investments. Applicants with strong backgrounds in
public economics and quantitative methods, particularly econometric methods
for panel count data, will be preferred.
This project is a cross-disciplinary, cross-institution collaboration with
Dr. David Newman at the University of California – Irvine, and will combine
economic analysis with state-of-the-art methods from statistical machine
learning, to assess the relative efficiency and efficacy of research and
development expenditures across the U.S. National Institutes of Health
(NIH) portfolio of extramural projects. The project's novel combination of
econometrics, topic modeling, and document classification will permit
analysis of massive collections of grant abstracts and scientific
publications, identification of latent research topics present in
NIH-funded research, assessment of possible spillover effects across
research topics, and evaluation of causal linkages between changes in NIH
funding by research topic and scientific advances. Our planned research
also includes refinement of existing economic theory to produce normative
evaluations of the allocation of public research spending.
Applicants must have earned a PhD in the past two years (2010-2012), with
demonstrable commitment to excellence in research and teaching. Candidates
with related research interests in health economics and policy may be
eligible for a joint appointment through the RWJF Center. Depending on
candidate's interests, opportunities may also arise to teach one or more
courses in the department's undergraduate economics program.
