SWMM4 had a parameter called IFLOWP on H1 (subcatchment) lines, defined as

Yes. You can use the option "RouteTo" in subcatchments to route flow from one area to the other.
In the example below I am routing 50% flow from impervious to pervious portion of the catchment. This is equivalent to SWMM4 RUNOFF option IFLOWP = 1.

It's now explicitly defined as a subcatchment property - the "Subarea Routing" and "Percent Routed" parameters - [SUBAREAS] data group in the input file.
It's a bit of a departure for those of us who used to define "directly-connected" impervious area and then adjust the pervious area parameters accordingly. But this subarea routing is a better way to go.
