Rails bug #99 - sqlite3 adapter quoting issue

I would appreciate it if a few people could review the (2nd) patch I
submitted for the bug at http://rails.lighthouseapp.com/projects/8994/tickets/99.
The bug affects (at least) Debian 4.0 and some FreeBSD 6 when using
sqlite3 (which is the default DB as of Rails 2.1).

Testing for working AND non-working systems would be great, to ensure
that there's no regression on working systems.

Please download Rails and run the tests, per the guidelines at
http://rails.lighthouseapp.com/projects/8994/sending-patches, then
apply the patch from http://rails.lighthouseapp.com/attachments/35712/fix-99-2.diff
and run the tests again. Please let me know if any (additional) tests
fail. If not, please review the patch and comment on it on the
Lighthouse page, so it will get applied to Edge Rails.

As proven at the meeting last night, this bug does cause problems on
my systems.
