Working with a startup that has funding for their prototype site, ..
would really like to see it done in Rails, but it appears that most of
the usual suspects are too busy right now.

I've seen "prototypes" or MVP's of sites range from rough static html pages to full end to end user stories with some sort of payment processing and shipment tracking tacked on. 

What kind of prototype are we talking about here? :)

'Prototype' in this case would be the base set of features to prove
the concept. Login system, user management, basic management for the
data they sell upon approval of the concept, they will continue
funding for the balance of the site.
