Cop didn't like the placement of a fire engine at an accident scene

Did the piece mention who will end up paying the $17,500: the cop, the
city (i.e. the taxpayers), the cop or city's insurer (if any)? I didn't
hear it.
Guess it's time to go a-google-ing, to see what else I can learn about
this. Anyone know anything about this? -Eric

Hazelwood cop was a dick.
FD has command at such incidents.
