How do you easily get DITA XML content out of a CMS while typing?

Other than using authoring assistants that Author-It and SDL's
AuthorAssistant provide, how do you easily get DITA XML content out of
a CMS while typing? We have not yet implemented a CMS, although we
are using FrameMaker to create DITA XML content. We want to reuse
this content. How will the CMS help us find it authomatically as we
type? I don't want to have to stop and search. I don't want a $60K
solution. I am finding it difficult to justify the time and effort to
convert our current content into DITA XML if we can't quickly and
easily get the content back out when we need it. For example, if I'm
creating a task topic with numbered procedures for online help, I'd
like a tool that suggestions phrases I've already used. SDL's AA uses
translation memory, but since we don't have their Global Authoring
Management System, we can't use it. We don't use SDL as our LSP. Our
LSP does not have an authoring assistant.

Can anyone point me in the right direction?

You've packed a few questions into that single question. You can:
- use an XML editor (which is different froma CMS - the CMS is the
"traffic cop" of the content
- use a CMS with a built-in XML editor that handles DITA
- use one of the new Word add-ons that output to XML

But until CMSes develop psychic powers to read your mind, there will
ALWAYS be a search piece. That pain point only goes away with good
organization.

PS you likely want a CCMS, not WCMS. Read the plain-language
description on www.bluestream.com as they are probably the most
articulate about how the machics work (and they sell a budget CMS).
