Washington (CNN) -- The House of Representatives on Saturday night passed a
sweeping health care bill by a vote of 220-215.

With the passage of H.R. 3962, the Affordable Health Care for America Act,
proponents of health care reform took an important step forward, but turning
the bill into law remains uncertain.

It's unclear when the Senate will vote on a version of the health care
legislation debated in that chamber. If the Senate passes its bill, the House
and Senate bills would have to be reconciled into one document and voted on
again.

The House Democrats needed 218 votes to ensure passage of the bill. On
Saturday, it appeared the vote would come down to the wire, as the intentions
of some conservative Democrats remained unknown.

In the final tally, 219 Democrats voted for the legislation, and 39 voted
against it.

Rep. Joe Cao (R-Louisiana) was the only Republican who voted in favor of the
bill.

Democrats in the House of Representatives narrowly passed sweeping health care
reform legislation Saturday night, with only one Republican joining in the vote
and the minority party nearly unanimous in its opposition.

"Oh what a night!" Speaker Nancy Pelosi proudly proclaimed at a press
conference immediately following passage of the health care bill.

The vote passed 220-215 with 39 Democrats voting against the bill, and one
Republican supporting the sweeping plan, Rep. Joseph Cao, a first-term
Republican who holds an overwhelmingly Democratic seat in New Orleans. A whoop
went up on the Democratic side of the chamber when the vote exceeded the 218
majority needed to pass and when the final tally was read. Democrats counted
down the last few seconds in unison as Pelosi banged the gavel and boomed the
standard line with added emphasis, "The bill is passed!"

"It provides coverage for 96 percent of Americans. It offers everyone,
regardless of health or income, the peace of mind that comes from knowing they
will have access to affordable health care when they need it," said Rep. John
Dingell, the 83-year-old Michigan lawmaker who has introduced national health
insurance in every Congress since succeeding his father in 1955.

STATEMENT BY THE PRESIDENT

ON HOUSE PASSAGE OF HEALTH INSURANCE REFORM LEGISLATION

THE PRESIDENT: Good afternoon, everybody. I just want to say a few words about
two milestones that have passed in the last few hours that represent
encouraging progress for our country.

The first was the historic vote the House took last night on health insurance
reform. For years weve been told that this couldnt be done. After all, neither
chamber of Congress has been able to pass a comprehensive health insurance
reform bill for generations. But last night the House proved differently.

The Affordable Health Care for America Act is a piece of legislation that will
provide stability and security for Americans who have insurance; quality,
affordable options for those who dont; and bring down the cost of health care
for families, businesses, and our government, while strengthening the financial
health of Medicare. It is legislation that is fully paid for and it will reduce
our long-term federal deficit.


Given the heated and often misleading rhetoric surrounding this legislation I
know that this was a courageous vote for many members of Congress, and Im
grateful to them and for the rest of their colleagues for taking us this far.
But more importantly, so are the millions of Americans whose lives will change
when we achieve insurance reform families with preexisting conditions who will
finally have insurance coverage; parents who will be protected from annual and
lifetime limits that can force them to pay exorbitant out-of-pocket costs for a
childs illness; small businesses that will finally be able to cover their
employees; and working folks who will finally be able to afford health
insurance for the very first time.

Americans like Katie Gibson, a cancer survivor from Bozeman, Montana, who
shared her story with me this summer. Because of a medical condition Katies
insurance policy was suddenly revoked when she needed it most, even though she
was paying her premiums. I called Katie this morning and I told her that when
the bill that passed last night becomes law well be able to protect Americans
just like her from the kinds of insurance company abuses she had to endure. And
I told her that it was because of her willingness to share her story and the
extraordinary activism that she and people like her all across the country
displayed not just this year, but over the last several years that we are
finally this close to getting reform done.

Their lives are whats at stake in this debate, and moments like this are why
they sent us here to finally meet the challenges that Washington has put off
for decades; to make their lives better and this nation stronger; to move
America forward. Thats what the House did last night when it brought us closer
than we have ever been to comprehensive health insurance reform in America.

Now it falls on the United States Senate to take the baton and bring this
effort to the finish line on behalf of the American people.

Members of Congress are rarely presented with an opportunity to support the
passage of truly historic legislation. Today was such a day, and H.R. 3692,
Affordable Health Care for America Act, such an opportunity. Against an
organized, scorched earth campaign of misinformation and fear mongering, we
passed a strong bill, and an even stronger sense of unity and purpose in our
fight to bring access, affordability, and high quality health care to every
person in America.

As Chairman of the Congressional Asian Pacific American Caucus, I am
particularly encouraged by the inclusion of legislative language addressing
racial and ethnic health disparities and the inclusion of the U.S. Territories
in the health care exchange. I am proud of the impact we have had in making
changes that will directly help the poorest and most disadvantaged communities
across this nation. Finally, I thank fellow CAPAC member Rep Cao (R-LA) for his
courageous bipartisanship support, in great service to his constituents.

As representative of California's 15th district, HR 3692 improves
employer-based coverage for 500,000 residents, allow 16,700 small businesses to
obtain affordable health care coverage and provide coverage for 28,000
uninsured residents. The bill reduces the cost of uncompensated care for
hospitals and health care providers by $205 million, protects the seniors in my
district from the doughnut hole, and improves the quality of their Medicare
coverage.

In the words of Hubert Humphrey, 'The moral test of government is how that
government treats those who are in the dawn of life, the children; those who
are in the twilight of life, the elderly; and those who are in the shadows of
life, the sick, the needy and the handicapped.' Today, we passed that test."

The Affordable Health Care for America Act passed today covers 96% of Americans
and guarantees stability, lower costs, higher quality, and a greater choice of
plans for all Americans.

If you have insurance, this bill:

Keeps your insurance company from denying you care or coverage -- or charging
you more -- because of diabetes, heart disease or any other "pre-existing
condition."

Gives you peace of mind that you won't lose coverage if you lose your job,
move, or change jobs.

Prevents insurance companies from dropping you because you get "too sick."

Covers preventive care with no co-pays or deductibles.

Limits out-of-pocket expenses your insurance company can make you pay.

If you don't have insurance, this bill:

Lets you comparison shop for a quality, affordable health plan through a new
health insurance exchange or marketplace.

Offers you low group rates even for individual coverage.

Helps lower your premiums with affordability credits for those who need help
paying.

Prevents any insurance company from denying you coverage for heart disease,
diabetes or another "pre-existing condition."

Extends coverage for young Americans, allowing them to stay on their parents'
health insurance plans up to their 27th birthday if they choose.

Includes a public health insurance option to compete on a level playing field
with private insurers.


For our seniors, this bill:

Strengthens Medicare, extending its solvency for years to come.
Improves access to your doctor.

Lowers Medicare drug prices by beginning to close the coverage gap or "donut
hole" immediately.

WASHINGTON, Nov 8 (Reuters) - After a landmark win in the U.S. House of
Representatives, President Barack Obama's push for healthcare reform faces a
difficult path in the Senate amid divisions in his own Democratic Party on how
to proceed.

On a 220-215 vote, including the support of one Republican and opposition from
39 Democrats, the House backed a bill late on Saturday that would expand
coverage to nearly all Americans and bar insurance practices such as refusing
to cover people with pre-existing medical conditions.

The battle now shifts to the Senate, where work on Obama's top domestic
priority has been stalled for weeks as Democratic leader Harry Reid searches
for an approach that can win the 60 votes he needs to overcome Republican
procedural hurdles.

Democrats have no margin for error -- they control exactly 60 seats in the
100-member Senate. Some moderate Democrats have rebelled at Reid's plan to
include a new government-run insurance program, known as the "public option,"
in the bill.

Senator Joe Lieberman, an independent who caucuses with Democrats, renewed his
promise on Sunday to help Republicans block a final vote if the bill contains
the government-run insurance option backed by Senate liberals.

"If the public option plan is in there, as a matter of conscience, I will not
allow this bill to come to a final vote," Lieberman said on "Fox News Sunday."

The overhaul would lead to the biggest changes in the $2.5 trillion healthcare
system -- which accounts for one-sixth of the U.S. economy -- since the 1965
creation of the Medicare government health insurance program for the elderly.
