How to run 'sphinx-build -b gettext' from scratch?

Hello,
We have our manual translated into multiple languages (see http://manual.mahara.org) via Launchpad. However, some strings are not put into the .pot files and thus the translators do not see them. These seem to be new strings.
When I run 'sphinx-build -b gettext' for the first time, it takes quite some time to run. However, when I run it subsequent times, it doesn't take long at all.
Is there a way to force that long run of the potfiles builder to ensure that all strings are translated? Deleting the directory entirely didn't help.
