I think it is not Windows issue.
My Windows environment (use Distribute-0.6.30) have no problem to installation.
install log is here: https://gist.github.com/4006542

Jonathan, what problems occurred in your environment?

It is docutils-0.9.1 problem. docutils trunk version (maybe become
0.10.0) fixed this problem.

It failed to install using `python setup.py install` with similar
output to the error log posted by Aanatoly.

Updating to distribute 0.6.30 did indeed resolve the issue.

Yes, it only worked using the development version of docutils. Does this mean
that docutils v0.10+ (when released) is going to be a hard requirement
for Sphinx.
Should we go ahead and update setup.py accordingly?

Under 3.3, it will be. But since docutils < 0.10 will not work under 3.3
anyway, it is probably enough to print a warning in setup.py if the Python
version is 3.3 and the docutils version is < 0.10.
